iOS 9.3; or is that 9.3?

I Updated my 5s to iOS 9.3 last week and it's working fine. This morning the phone is reporting an update is available but shows it as 9.3.
Is that a new, improved build to correct the problems folks were having; or a glitch in the update reporting? I would have expected a 9.3.1 update, not the same release #.

Some iPhone 4S/5/5S owners had problems installing the 9.3 update so Apple pulled it and offered it again this morning for those phones. If there were any other fixes in this new build, I haven't read.

It is a new build number. As Mike points out, there was a nasty bug in the the first build. So if 9.3 is still showing up for you, you had the original build that contains the bug.

There have been lots of complaints about links in apps and Safari not working. I've not experienced this but updating anyway.

On my 6S, I'm only seeing 9.3 as an option. Showing downloaded, but I have not installed.

The .1 update repaired the browser link issue my wife had been experiencing for about a week. Reports are certain Apps caused this problem, and it was present under 9.2 as well as 9.3. 9.3.1 haas fixed the problem.

Hi, my iPhone 4S is still on iOS 8.1, is there any disadvantage in upgrading to the latest and greatest? Things slowing down and such? Maybe I read too much internet chatter...nah, surely not.

Probably not the best place to ask that question. iOS threads happen but few of us participate. There were complaints about iOS 8 being much slower than iOS 7 on the 4S yet you went there—how did that work for you? I didn't and got my 5S soon after (still have it and won't upgrade my iPhone till I see what the 7 looks like in 5 months).
Besides the feature and security enhancements, the main reason that most of update our iPhones is to remain compatible with the OS on our Macs. I am running OS 10.11.4; it and iOS 9.3.1 allow me to lock Notes (which I really like). I need other features to work on all of my devices so I update. Being handicapped, the newer features help but, hell, I live in the Silicon Valley—all the kiddies update around here, it seems.
In your case, iOS 8 is most compatible with Yosemite. Do you need iOS 9? I can't answer that. The ability to lock Notes is good but you can't read them on your Mac till you update to the current version of El Capitán. If you don't use Notes or other apps across devices and are happy with your phone the way it is, perhaps staying put is the prudent course.

I updated my 4S to iOS 9. I hadn't updated to iOS 8 because of the reports of slow response and loss of screen space. There were promises that the poor response was fixed in part with 9, but it is probably more accurate to say it just didn't get any worse. A feature of later iOS versions I find quite annoying is it downloads iOS updates automatically, and will actually delete other things on your phone to make space (things you can reload), and then nag you incessantly to install them. (Remember the toaster in Red Dwarf? I have no doubt that's where Apple got the idea.) This cannot be turned off.
On the upside, integration with OS X is much better, and I have other devices that do work well on 9 and so integration with them is a plus. There are some nice audio apps and utilities that need something later than iOS 7.
If you're not looking for better integration across Apple devices, say stay with iOS 7.

Ok, thanks for the replies. I'm already on iOS 8.1, so probably don't have much to lose with the latest version. Then again, syncing with my El Capitan MBP is not a high priority.

Syncing Notes is one of those features that is so useful to me that I wonder how I lived before. Type something on any device and it shows up on my others. Sharing docs, spread sheets and PDF files works well enough through iWork and other apps but, for me, Notes is the killer app for iOS. For others it might be iTunes, I suppose.
I wish that Voice Memos worked as seemlessly. It would be nice to record a memo on my iPhone and just have it available on my iPad or Mac without having to transfer tracks through iTunes first.
Oh my, I haven't used "killer app" in decades. Award yourself points if thought of VisiCalc for the Apple II, the original Killer App—no one had conceived the idea of a spread sheet before 1979. If you actually remember that, it just means you are old like I.
