I'm on 11.2 and it seems fine. Not my GO TO for DVDs by any means and I don't really burn CDs any more. Good for DMGs but the OS does that, so I suppose my advice would be to target you main goals and find the right software to accomplish that. I can't remember the last time I launched and actually used Toast. There are much better products for specific needs but for CDs it's probably the best choice.

I use Toast 15. The bugs in previous versions appear to be fixed—in any case, I am no longer experiencing any and finds it works extremely well for me.
Do you really need it for burning CD? Not really but it is much faster and way more convent than any other way that I have found. It also burns and converts more file types than iTunes.
The CD and DVD video components are found separately in the App Store for more. I took advantage of the 50% offer through Culf of Mac last year — much better. There have been a couple of maintenance updates since.
It comes down to 'what's my time worth?' I decided that Toast 15 is well worth it for me.

I stuck with Toast 11 after upgrading to v14 and noticing, with no small amount of alarm, that it was outputting some horrible-looking burned DVDs. Apparently, Roxio's (and everyone else's) solution was to suggest downgrading to 11, which I promptly did. I wish there was some sort of competitive software to allow me to author CD masters or quickie DVDs without opening a DAW. Of course, I also wish Jam were still around. Toast can do a lot of what Jam used to do, but having software specifically for laying out and authoring CDs was amazing.
