is there a way to lock or freeze the effects window's position on my desktop? over DP? Everytime I click anywhere in the tracks I lose the window and have to recall it by using the key command : shift "f"....

If you are using DP9 you can get the window to float. If not, then your best bet is to put the effects window in its own desktop space. Much has been written here (especially by Shooshie) about this approach. We can stop guessing if you tell us what version of DP on what OS you're using.

Some of us keep the effects and mixer windows on separate monitors. Monitors are so inexpensive these days...

Note: the above video neglects to mention that your Control Panel must be in "floating" mode for it to follow you from space to space. It's a DP Preference under Display/Control Panel...
