Why do new windows always open in the bottom pane?

Why do new windows always open in the bottom pane?
Let's say I have the track listing on the top and mixing board on the bottom. If I hit shift-S, why does it open the sequencer editor in the bottom pane and not the top? (even if the top is currently active/focused)
