A PCIe blade is the fastest drive you can install in a MacPro unless you have one of the early ones with limited PCIe speed.

Not cheap. When you consider that you can get a 2T SATA SSD well under $700, a PCIe blade might not make sense.

The speed/performance bump between an HHD to an SSD at 3G speeds will be far more noticeable than the bump between a 3G SSD and a PCIe blade.

Although the bus speed on a MacPro is limited to 3G, you can double it to 6G by buying an SATA PCIe card. That will allow any SATA SSD to run at max speed. As fast as a PCIe blade? No but the bang for the buck is pretty good.
