Audio Express, Reaper and New Laptop

A few months back I got a new laptop with the following specs:

HP with Windows 8.1 64bit
Intel(R) Core(TM) i7-4700MQ CPU @2.4Ghz
16 GBs of RAM

Ever since I've had issues with my audio process completely seizing up every other time I turn it on. I did the normal purge when I got the new laptop.Striped it down to the bones. It doesn't get used for anything other than a DAW. It seems to unfortunately have Windows 8.1. My old much slower laptop had 7.0. Outside of dropouts and power issues the old laptop worked fine with the current configuration. That being Reaper and AudioExpress. The only fix I've found is to reload the drivers. I've done the firmware update and that didn't help at all. The problem is that I have to continually unload and reload the drivers to make it work. Has anyone else had this issue and how do I fix it?
