when you say enabled I'm thinking you mean literally whether the track Instruments and FX are turned off or not, not the record enable state or whether the track is muted. There is no command to show only (CPU) enabled tracks that I know of.

I’ll have to try Hybrid as VST2. AU and VST3 were a fail in DP (although each format works in Logic and Cubase respectively). Hopefully they’ll sort it out. All of the Air betas do not load as VST3 and Hybrid doesn't load as AU as well so VST2 only right now. Still I'm pleasantly surprised, I thought these were all depreciated. I would not upgrade to Sonoma until at least version 14.5 is out.
The firs place to look is always plugins IMO, if you can handle it, disable all your plugins in the Preferences/Plugins menu, make a copy of your current set first though.
After that if it doesn't work it's drivers.

This is an ongoing issue that I’ve never solved: I’m in Track View. I mouse-select several audio tracks. I hit Shift-M to open Mixer (floating window). I went ahead and downloaded this to test. It shortens notes randomly with all piano plugins here, EW, NI, IK, and Arturia which is a virtual instrument from what I know, It does not shorten any synthesizer plugin I throw at it. Side note, if you hold down the Sustain peddle it doesn't shorten the n...

I highly recommend staying mostly with AU and using VST3 when you have to. Yes, plugins and plugin incompatibility is the #1 reason for issues, in any DAW really, but VST3 at least in my experience is more likely to fail DP's plugin evaluation than AU. I'm pretty sure Performer Lite and DP11 can exist on the same computer with no issues. I get wanting to get rid of a program you don't use, but it should not be an issue. Personally I wish I had a copy of P Lite, I would love to see what their stripped down workflow looks like. I don't currently own...
